Aviation and Aerospace: Our Keys to Economic Recovery
As the economy continues to reel from COVID-19 and possible recession approaches, a major part of the solution to our challenges lies with Canada's aviation industry.
"Not quite dead yet." This could be the mantra of Canada's aviation sector after surviving traffic declines of as much as 87 percent over the past two years. But air transportation faces serious headwinds as it struggles to recover.
That's very easy to understand. However, the effect this has on our economy is often forgotten in the discussion. Air transportation is the most powerful socio-economic development infrastructure there is. Where aviation goes, the economy follows. For example, Canada's second largest airport, Vancouver International (YVR), pre-COVID-19, contributed over $10 billion to Canada's GDP – twice that of our largest port.
In addition to providing the raw economic horsepower, imagine where our air ambulance, fire suppression, emergency response, and remote and Indigenous services would be without a robust aviation infrastructure.
Fees and excessive regulations
Despite being the keystones to socio-economic growth, the industry is buried under fees and excessive regulations. Instead of viewing aviation as a critical enhancer of our economy, it's viewed by the government as a cash cow - exceeding user pay philosophy. We need to turn this thinking around: air transportation is a vital investment.
There's much that can be done immediately to address this:
- Formally recognize the aviation system as a critical infrastructure for socio-economic development.
- Fees collected for security, international travel, and others must directly go toward the activity they were collected for and not to federal government general revenues.
- Freeze airport rents collected by the federal government.
- Fund and deliver Transport Canada services at world-class levels.
- Triple the funding for the Airport Capital Assistance Program and expand eligibility to include airports without scheduled passenger service.
These would be welcome first steps toward unleashing the power of our aviation industry to the benefit of all Canadians.

ROGERS, Lewis Errol "Lew"
July 6, 1949 - September 15, 2022
As he planned, Lew passed away peacefully on Thursday September 15, 2022. Although ALS had changed much of Lew's life, he retained his ability to love, to enjoy being with friends and family, and to live with grace and resolve.
Beloved husband of Coleen and loved by his and Coleen's parents, sisters and brothers, and their children and grandchildren. Lew will also be fondly remembered by his many friends from university, work, golf and neighbourhoods in Victoria, Vancouver, Winnipeg, Toronto and Ottawa.
Lew's career began and ended by leading change. Shortly after earning a B. Comm from UBC he joined Transport Canada and identified the need to reactivate Boundary Bay Airport. He then led planning and environmental assessment to rebuild and reopen the airport. He proudly wore its code, CZBB, on a favourite baseball cap.
Lew's long career with Transport Canada saw him leading the planning, construction and operation of airports in BC, the Prairie Provinces, the Territories and Ontario. He then moved into managing regulation of rail safety and safe transportation of dangerous goods across the Prairies and the North. He proudly wore t-shirts and jackets emblazoned with various airport and Transport Canada emblems.
In 2004 Lew was invited to join the team creating the legislative and regulatory framework to establish the BC Safety Authority, and subsequently became the first Lower Mainland Regional Director. In 12 years of retirement, he proudly wore out a BC Safety Authority golf shirt.
Lew quietly set an example of care and compassion, both in his work and his personal life. He will be much missed.
An event to remember Lew will be held on Sunday, October 30, 2022, from 3:00 to 6:00 p.m., at Backyard Vineyards in Langley.

Our next conference will take place from June 5-7, 2023, in scenic Prince George, BC, "Basecamp to the North". Tickets go on sale February 16th, 2023.
There will be a Monday night Welcome Reception-Celebrating Scholarship and a special Signature Dinner on Tuesday night.
